The Ministry of Energy, Business Development and Consumer Affairs operates several mission-critical digital platforms supporting the Beneficial Ownership (BO) Register, AML/CFT supervisory functions, and Business Licensing administration. These systems are central to regulatory compliance, transparency obligations, and service delivery to both internal users and authorised external stakeholders.
To maintain system integrity, availability, and compliance, the Ministry seeks to engage an Application Support Specialist to provide Tier-2 technical support, configuration, monitoring, and operational oversight of these applications.
Objective of the Assignment
The objective of this assignment is to ensure the stable, secure, and compliant operation of the BO Register, AML/CFT systems, and Licensing applications through effective application support, system configuration, monitoring, and coordination with internal users and external service providers.
Scope of Services
A. Application Support and Issue Resolution
- Provide Tier-2 application support for BO, AML/CFT, and Licensing systems, resolving issues escalated from Technical Support.
- Analyse application errors and functional issues, providing timely resolutions or workarounds.
- Liaise with vendors and third-party service providers to resolve system defects and implement enhancements.
B. System Configuration and Maintenance
- Configure and maintain application workflows, forms, validation rules, permissions, and business logic in line with legislative and regulatory requirements.
- Support user onboarding and offboarding processes, including role-based access controls and security permissions.
- Ensure system changes are documented and properly controlled.
C. Monitoring, Testing, and Quality Assurance
- Monitor system performance, transaction integrity, audit logs, and data quality across BO, AML/CFT, and Licensing platforms.
- Conduct testing and quality assurance for updates, patches, integrations, and new features prior to deployment.
- Support disaster recovery and business-continuity testing.
D. Data Management, Reporting, and Documentation
- Assist with secure data extraction, reconciliation, and reporting to the Financial Intelligence Unit and other competent authorities.
- Prepare and maintain technical documentation, configuration notes, system change logs, and user guidance materials.
- Provide training and system guidance to staff and authorised users as required.
E. Other Duties
- Perform related duties necessary to support the effective operation of BO, AML/CFT, and Licensing systems.
Deliverables
- Resolved application support tickets and issue reports.
- Configuration documentation and system change records.
- Testing and quality-assurance outputs.
- Data extracts and technical reports as required.
- Updated user guides and system documentation.
Characteristics of the Consultancy
- Consultancy Category & Modality: The contract consists of 12 monthly payments to be awarded on completion of monthly deliverables.
- Contract Duration: July 1, 2026 – June 30, 2027

Schedule of Payments
Payments will be made as 100% divided into equal monthly payments of $6,359.76 for 12 months, on approval of the Consultant's monthly Personal Performance Report.
Qualifications and Experience
- An associate degree in Computer Science or a related discipline; OR
- A relevant certified information technology professional qualification.
- In either case, not less than three years' relevant experience is required.
Knowledge
- Knowledge of BO legislation, AML/CFT regulatory frameworks, and compliance reporting requirements.
- Understanding of system configuration, workflows, and digital registry platforms.
- Skill in troubleshooting, application testing, data integrity review, and system monitoring.
- Knowledge of audit logging, access control, and secure information-handling procedures.
- Ability to prepare documentation, user guides, and training materials.
- Strong problem-solving, communication, and coordination abilities.
Reports
The Consultant is required to submit monthly Performance Reports for the duration of the contract. Reports will review all aspects of the work underway and completed, and provide an assessment of level of completion. Reports must be submitted in hard and soft copies. Payment of fees is subject to the Ministry's acceptance of the Performance Reports. Should the Ministry not accept a deliverable, deficiencies must be remedied within fourteen (14) calendar days of being requested to do so.
Confidentiality and Information Security
The Consultant shall comply with all IT security protocols and maintain strict confidentiality in handling system access, credentials, and sensitive information.
Non-Entitlement to Permanent Appointment
The award of this contract does not create or imply any entitlement to permanent employment, continued engagement, or appointment within the Public Service.
